In a significant move, the Indiana High School Athletic Association (IHSAA) Board of Directors has approved a new one-time transfer rule and added Girls Flag Football to its Emerging Sports Process, signaling progressive changes in Indiana high school athletics.

One-Time Transfer Rule Enhances Student Mobility

Effective June 1, 2025, the IHSAA’s revised Rule 19 allows student-athletes to transfer once between IHSAA member schools and maintain full athletic eligibility, provided the transfer occurs within their first six semesters of high school.

This change aligns with Indiana’s School Choice initiatives, offering students greater flexibility in their educational and athletic pursuits. However, subsequent transfers or transfers from non-IHSAA member schools will continue to be evaluated under existing guidelines, which may include periods of ineligibility.

Girls Flag Football Recognized as Emerging Sport

In a 17-1 vote, the IHSAA Board approved Girls Flag Football as an Emerging Sport, joining Girls Lacrosse in this developmental category. This designation, effective in the 2025-26 school year, initiates a structured pathway toward full recognition and the potential for an official state tournament.

The sport has garnered strong support, notably from the Indianapolis Colts, who have been instrumental in promoting and financially backing Girls Flag Football initiatives across the state.

Implications for Indiana High School Athletics

These developments reflect the IHSAA’s commitment to adapting its policies to better serve student-athletes’ needs and interests. The one-time transfer rule provides increased flexibility for students navigating academic and athletic decisions, while the inclusion of Girls Flag Football acknowledges the growing interest and participation in the sport.

As these changes take effect, Indiana high schools are poised to offer more inclusive and diverse athletic opportunities, fostering an environment that supports student growth both on and off the field.
